The challenge: An integrated ready mix and aggregates producer operating in a single state was overwhelmed by changes in the state air permitting program for ready mix batch plants and crusher generators. The permit monitoring and reporting requirements were much more extensive than realized, and the state was aggressively enforcing the new provisions. The producer knew they were not in compliance, and had heard about competitors being fined tens of thousands for minor infractions.
The approach: RMCAC examined each air permit held by the company. Every monitoring, testing, recordkeeping and reporting requirement was identified, mapped and scheduled.
The solution: RMCAC identified the requirements of the air permits and reduced the complex language of the permits into a simple set of requirements, checklists and tasks that production staff could understand, follow and complete. Automatic and manual methods were developed to gather required permit information as part of daily production activity. Newly developed, easy-to-use Excel spreadsheets allowed input of monitoring data on a daily basis. Hands-on training enabled the staff to use the new tools so the producer could stay in compliance. Production staff were educated about the importance of the air permits to the company.
The result: Data gathering and input typically required 10 to 15 minutes per day. Simple calendars and reminders were created that automatically notified staff of reporting dates and needs. The seemingly complex permits were translated into simple daily tasks that did not require much expertise or effort to remain compliant on a daily basis. Very large potential fines were avoided.
